Johanger Tulmueric is a Loruthi merchant attached to the Loruthi cartel's tradehouse in Ilmar, who appears in ''City of Last Chances'' as a participant in the chaq Game of chaq at the Anchorage and, later, as a victim of the collateral violence that follows the murder of the Sage-Archivist [[Ochelby]]. He is a minor figure in the novel's ensemble, defined less by ambition than by the habits of a man living at a remove from his home culture: based in Ilmar six months a year, skimming small artworks from tradehouse displays, nursing resentment at the rent in his district, and returning to the games of a former lover whenever his postings bring him through town.

His narrative function is that of an ordinary man caught in the wrong thread of a larger catastrophe. During the Game of chaq he folds under pressure when the stakes rise, and after the Sage-Archivist's death in the Anchorwood, the resulting city-wide convulsions of riot and Palleseen crackdown drive him into his rooms above the tradehouse, where a desperate riverman, [[Fleance]], breaks in hunting a warding bundle he wrongly believes Tulmueric took from the table.
