Johanger Tulmueric is a Loruthi merchant attached to the Loruthi cartel's tradehouse in Ilmar, who appears in ''City of Last Chances'' as a participant in the chaq Game of chaq at the Anchorage and, later, as a victim of the collateral violence that follows the murder of the Sage-Archivist [[the-tyrant-philosophers/Ochelby|Ochelby]]. He is a minor figure in the novel's ensemble, defined less by ambition than by the habits of a man living at a remove from his home culture: based in Ilmar six months a year, skimming small artworks from tradehouse displays, nursing resentment at the rent in his district, and returning to the games of a former lover whenever his postings bring him through town.

His narrative function is that of an ordinary man caught in the wrong thread of a larger catastrophe.
