Hamriddy's death severs the head of the largest faction and removes the council's principal spokesman; the chamber fractures into warring blocs that meet in silence, and when Niev ea Galeaff sends officers to summon the Osseach for an emergency decision before dawn, none come. An impromptu council assembled in its absence is led by Kiffel ea Leachan, a man who is not a member, acting as stand-in while others are dispatched to "find anyone you can who's on the Osseach." By the time the surviving members reconvene in their proper hall in Right-city after the siege, the council is visibly depleted and its authority is challenged from outside by Caeleen, who declares a new law and demands structural change from a body that can no longer refuse.
