Osseach

The Osseach is the ruling council of Eres Ffenegh, the governing body that conducted the city's defence during the Palleseen siege and that styled itself the Osseach of Defiance in the context of its long resistance to both the Loruthi and the Pals. Its membership is drawn from the great clans and trade guilds of the city, and its sessions are conducted under wards that exclude all Pal divination. As a political body it combines military command, intelligence oversight, prisoner-exchange authority, and the power to order arrests or public executions; in practice its effectiveness is governed by the rivalries of its internal factions and the personal loyalties of its members.

Across Pretenders to the Throne Of God the Osseach follows a trajectory from contested but functioning authority to terminal illegitimacy. Under the leadership of Hamriddy oa Galeaff and his Families faction the council directs the city's defence, sends delegates to siege negotiations, and manages the practical machinery of war. Hamriddy's death severs the head of the largest faction and removes the council's principal spokesman; the chamber fractures into warring blocs that meet in silence, and when Niev ea Galeaff sends officers to summon the Osseach for an emergency decision before dawn, none come. An impromptu council assembled in its absence is led by Kiffel ea Leachan, a man who is not a member, acting as stand-in while others are dispatched to "find anyone you can who's on the Osseach." By the time the surviving members reconvene in their proper hall in Right-city after the siege, the council is visibly depleted and its authority is challenged from outside by Caeleen, who declares a new law and demands structural change from a body that can no longer refuse.

The Osseach thus functions as the novel's central emblem of institutional failure under siege: a governing structure whose procedural legitimacy survives only so long as its most capable members remain alive and willing to convene, and whose paralysis in the critical hours of the war becomes the condition for the city's post-siege political reordering.

The Osseach is a broad council whose seats are allocated to the great clans and trade guilds of Eres Ffenegh. Named constituencies include representatives of the Pope of Tides (despite his foreign status), the Helaseach conjurer siblingry, fishers, masons, and other guilds - Pretenders to the Throne Of God, ch 9. No fixed headcount is given, but the body is large enough to fill a locked chamber while hangers-on, acolytes, and junior conjurers wait outside in the Upper Parlour - ch 9.

Within the council, Hamriddy oa Galeaff leads a faction called the Families, which claims to speak for the great clans but in practice represents roughly a third of the body; a Families-adjacent group, the Moderates, is described as its "cordially rival" but allied partner for the duration of the siege - ch 9. Kiffel ea Leachan is identified as being of the Families and of the Right-city - ch 7. Other named members or attendees include Niev ea Galeaff, who works for the Osseach as an intelligence verifier at prisoner exchanges - ch 3; Aeriff ea Llannach, who attends the siege negotiations as part of the delegation - ch 21; and Mellister, who speaks during a session on the question of a Pal truce - ch 9. Its military authority extends to the Gaelensreach wall, behind which Hamriddy and the council maintain the city's defensive perimeter - ch 12. The council's sessions are conducted in the Pandaemonium, the brothel of Abellaime, because the building is warded against all Pal divination and the Helaseach's home-grown magic had been specifically warded against by the old temple priests, leaving Abellaime as the only figure capable of holding the structure against sorcerous intrusion - ch 9. Decision-makers file into a locked chamber while non-members wait outside; the Palleseen term for these attendants is Carcers, defined as "the hangers-on and lackeys of the Osseach bigwigs" - ch 19.
