The Vultures are a street-level resistance faction operating in occupied Ilmar, drawn from the thug-classes, petty soldiers, and made men of the Gutter and Hammer Districts. They are neither a conventional fighting force nor a political movement: they are a predatory economy of violence, dues, and grudges presided over by a pair of sisters who command loyalty through fear, public trial, and the promise of retribution. In the arc of the occupation, the Vultures matter because they are the element of the resistance that actually lands blows on the Palleseen home front while the other cells fight for symbolic ground, and because their existence, their methods, and their final self-destruction lay bare the limits of a resistance built on scavenging rather than governance.

Their story is one of consolidation, brief triumph, and total dissolution. Under the paired leadership of the Bitter Sisters, the Vultures are a disciplined if brutal protection racket with a fortified lair, a justice system, and a doctrine of patient predation. During the uprising they execute a traitor, storm a prison, loot a watchhouse, and slaughter collaborators with a specificity that no other cell matches. Then the creature in their pit kills both Bitter Sisters in a single night, and what remains is a "score of feuding factions" knifing each other in bars across the Gutter Districts, their infrastructure of command reduced to a myth about a returned dead man and the silence of a pit.

The Group

Composition

The Vultures are a loose confederation of street crews rather than a unified army, described as "strung out... hopelessly factional and splintered" across the Gutter Districts - ch 7. At their apex sit the Bitter Sisters, Carelia and Evene, addressed by rank-and-file members as "the Aunties" - ch 4. They command from a fortified cellar-below-a-mill complex called the Fort, which houses a circular throne room, a chained creature in a pit, and machinery loud enough to drown sound - ch 7, ch 34. Below the Sisters, the Vultures operate as individual crews: a made man of Ilmar like Ruslav "styles himself a 'soldier'" rather than a thug, while mid-level operators such as Cheryn hold ambassadorial and deal-making briefs across multiple factions - ch 4, ch 27. A girl "barely more than a girl" runs messages between the Bitter Sisters and the Gownhall - ch 22. Membership is not voluntary in any clean sense: one either works for the Bitter Sisters or pays dues to them, and a summons to the Fort marks a person on their "list of grudges" - ch 22, ch 27. The Vultures overlap with the criminal Lodges to the point where the boundary is contested and, the narration concedes, partially artificial - ch 14.

Purpose & Method

The Vultures exist to extract resources from the occupation economy and to punish those who threaten their position, whether Palleseen, collaborator, or rival cell. Their method is predation on the periphery: they pressure shopkeepers for funding, run hidden compartments in sympathetic businesses like Langrice's Game, permit ruin-divers at the Anchorage to scavenge on the condition that "the Vultures get ours first," and "chastise" anyone who talks to the wrong people - ch 4, ch 14, ch 27. The Fort doubles as seat of justice, where the Bitter Sisters publicly try and punish offenders such as Useless - ch 7. Their declared military doctrine is avoidance of pitched battle in favour of what Evene calls scavenging: they strike at Palleseen home-front infrastructure - informants, collaborators, record-keepers - while the occupiers' forces are committed elsewhere - ch 34. This is operationalised during the uprising through systematic looting, the burning of records at the Donjon, the recovery of evidence from the Arkely Street watchhouse, and the throat-cutting of a dozen collaborators - ch 34, ch 39, ch 44.

Standing

The Vultures occupy the lowest rung of legitimacy among the resistance cells and are openly disdained by the more established factions. Vidsya Sirovar of the Ravens "hated the Vultures" and regards them as Lodges "by another name" - ch 7. The Ravens publicly call them "no better than the criminal Lodges," a charge the narration neither confirms nor denies but reframes as resting on a false distinction - ch 14. The Siblingries and Armigers are resented by the Vultures as privileged, and the Bitter Sisters' ritual identity drill inverts the hierarchy by mocking every other cell in turn - ch 34. Against the Palleseen, the Vultures are enemies without convention: they refuse head-on engagement in favour of gutting the occupation's domestic supports - ch 34. Hegelsy dismisses the entire street resistance, Vultures included, as "a murderous rabble always after an excuse for civil disobedience" - ch 30. The Vultures answer to no external authority; they are answerable only to the Bitter Sisters, and after the Sisters' deaths, to no one at all - ch 44, ch 49.

City of Last Chances

They are distinct from the criminal Lodges with which they overlap, though the boundary is thin and contested: a passage in the book's narration concedes that the Ravens' claim that "the Vulture faction of the resistance was no better than the criminal Lodges" is "not entirely accurate, but only because it draws a hard distinction between the two that didn't exist" - ch 14. Vidsya Sirovar, acting leader of the Ravens, "hated the Vultures" and regards them as Lodges "by another name" - ch 7. The Vultures are described as "strung out... hopelessly factional and splintered" across the Gutter Districts - ch 7. Their members style themselves soldiers rather than thugs, and the book's opening introduction of Ruslav presents him as "a Vulture thug who styles himself a 'soldier,'" a big, scarred man in flamboyant street-bravo finery, a made man of Ilmar - ch 4. The collective term "the Pals" is Vulture and common Ilmari slang for the Palleseen occupiers - ch 4.

The Vultures' leadership is the paired duo known as the Bitter Sisters: Carelia and Evene, referred to by rank-and-file members as "the Aunties" - ch 4. They are sisters who preside over the faction's operations from a fortified underground lair called the Fort, a cellar-below-a-mill complex in the Hammer Districts featuring a circular throne room, a covered pit housing a chained creature, and industrial machinery that drowns out sound - ch 7, ch 34. Membership in the Vultures entails working for the Bitter Sisters or paying dues to them; nobody wants to get on their wrong side - ch 22. At street level, the Vultures function as enforcers and collectors. They pressure shopkeepers and operators for funding, and Langrice's establishment is a venue where Vulture soldiers drink and gamble - ch 4. The faction permits ruin-divers at the Anchorage to scavenge, but on the condition that the Vultures get ours first - ch 14. Ruslav is dispatched to remind the ruin-divers' unnamed leader of this arrangement - ch 14. The Vultures also carry out targeted violence: they "chastise" individuals who talk to the wrong people, as in the case of Sergyen the chandler, who fled the city or was killed after being visited by Vulture soldiers - ch 4. Cheryn, known as "Fish Cheryn," serves as a Vulture ambassador who "went off with a roving brief and cut deals with Herons and Shrikes and various Lodge families" - ch 27. She is found dead in a hidden cellar with over a dozen stab wounds, killed with "maniac zeal" - ch 27. The unnamed girl who runs messages between the Bitter Sisters and the Gownhall is described as "barely more than a girl" - ch 22.

The Vultures share the broader resistance landscape with the Herons, the Shrikes, the Ravens, the Siblingries, and the Armigers, and relations with each are competitive or openly hostile. In a ritual known as the Vulture identity drill, Carelia has the assembled Vultures name and reject the other cells: "the Shrike that goes mad with murder until they tear its wings off," "the Heron that flushes itself down the river like a turd at the first sign of danger," "the Raven that croaks about who its father was and tells us how wise it is" - ch 34. The Siblingries and Armigers are resented as privileged: "How often have they snubbed us and looked down on us, as if what they do to buy bread is any better," and the Armigers are dismissed as "some children whose daddies bought books while we couldn't buy bread" - ch 34. Against the Palleseen, the Vultures' declared doctrine is to avoid pitched confrontation: they choose not to meet the Pals head-on but to "claw the Pals' guts out while they're off getting blood on their uniforms" - ch 34. Evene's strategic speech frames the Vultures as scavengers rather than soldiers: "The Vulture's no raptor to be flown off anyone's wrist. Nobody's foot soldiers, nobody's flag. When there's blood spilled, the Vulture feasts" - ch 34.

In the mid-section of the book, the Vultures' internal politics are complicated by external infiltration. Nihilostes, a priestess of Zenotheus, Scorpionfly God of Chaos, attends Vulture meetings as "the foreigner at every table," sitting among them in a Gutter District cellar and planting ideas about Palleseen overextension to provoke an eruption within the city - ch 22. Ruslav's personal arc runs through the Vultures' lower ranks: he violently reasserts dominance over Benno and Ergice to restore his standing, then accepts orders from Carelia at the pit's edge - ch 14. He kills Statlos Shrievsby with a thrown knife while watching over Lemya in the Reproach - ch 17 - and is trapped inside during the crisis there - ch 18. Fleance, a Heron, had stolen a valuable artifact for the Vultures, lost it during the Game, and now fears the Bitter Sisters above all other threats - ch 20.

The uprising itself begins with convergence. In the Gutter Districts and Hammer Districts, "the revolutionary word ignites the Lodges and Vultures" and they converge on the Fort where the Bitter Sisters argue, then unite - ch 32. Ruslav, presumed dead twice over, returns to the Fort and is mobbed by Vultures who have built a myth around his supposed resurrection; Benno leads the crew's beating of him to settle years of physical bullying - ch 34. Carelia addresses the assembled Vultures, mocking the Gownhall students and the Siblingries' parade, then executes Brachalven, a former trusted leader turned Palleseen informant, with a rod - ch 34. Evene's counter-speech redirects the crowd away from the big engagements at the Gownhall, the Anchorwood, and the Siblingries toward systematic looting and killing of collaborators, informants, and Pals' civilian supporters - ch 34. Carelia assigns each crew a specific target and orders them to teach collaborators that "the Vulture knows how to wait" - ch 34. The strategy is answered: the Vultures do not join the main battles but feast on the Pals' home front while their forces are committed elsewhere - ch 34. Vidsya later names the Bitter Sisters as the danger of a premature rising, the force that would "ransack the city" in a power vacuum, and dismisses the Vultures alongside the Siblingries and Gownhall maestros as incapable of governing - ch 35. Hegelsy dismisses the entire street resistance as "a murderous rabble always after an excuse for civil disobedience" - ch 30.

The Vultures' most consequential military action is the storming of the Donjon. A messenger reports to Hegelsy that the Vultures have breached the building, freed prisoners, and burned every record, forcing him to withdraw the bulk of his force from the Gownhall - a decisive diversion, though not at the barricade itself - ch 39. By evening the Palleseen retake the Donjon; the Vultures withdraw with their vandalism done - ch 39. In the same day's operations, Vulture women report the Arkely Street watchhouse burning and the evidence locker recovered; the Bitter Sisters boast that they have "cut the throats of a dozen collaborators who thought they were safe in the bosom of the Pals" and shown the city "that the Vulture goes where it wants, feasts where it wants" - ch 44. Evene arrives at Langrice's Game with Benno, Shevorn, and a dozen Vulture thugs to collect a debt from Blackmane, seizing warding bundles from the cellar - ch 36. The Vultures subsequently take Langrice as a prisoner, and Hellgram arms himself to go after them to the Fort of the Vultures - ch 42. "The Vultures had no idea just what spectre they had invited to their feast" - ch 42.

The Vultures' headquarters and leadership are destroyed from within. Langrice and Blackmane are held prisoner in the Fort's circular room, wrists leashed together by rope through a high ring, while Vulture thugs pass in and out leering and spitting at Blackmane - ch 44. The chained centipede creature in the pit breaks free in the darkness, killing a Vulture who lights a lamp, and ultimately tears apart both Evene and Carelia - ch 44. The deaths of the Bitter Sisters leave the Vultures' remaining leadership in disarray, with the question of what comes next unresolved - ch 44. In the aftermath, the Vultures fragment into "a score of feuding factions" knifing each other in bars across the Gutter Districts - ch 49. Ruslav, now bound to God and invulnerable to death, holds a vigil at an abandoned house at the edge of the firebreak around the Reproach, receiving offerings from the populace - ch 49. His Ilmar, it is stated, "is the Bitter Sisters and the thing they keep in their pit" - ch 32.
