Sage-Archivist Ochelby is the second most senior academic of the Ilmari Perfecture and the head of the School of Correct Erudition, described by the narrator as "the second most powerful man in the Perfecture." He is a man whose entire career is built on the architecture of institutional control: deconstructing magicians, undercutting rivals, and filing gratuitous memos to neighbouring Schools for the bureaucratic pleasure of burdening them. His governing conviction is that "the perfect world has no room for uncertainties and edge cases," and he aspires to a seat on the Temporary Commission of Ends and Means, the body that adjudicates the regime's strategic direction. His presence in the narrative is that of a man who mistakes the machinery of power for power itself, and who discovers too late that the world beyond Pallesand's walls is indifferent to the memos he has filed.

Ochelby appears on the page only in the opening chapters of City of Last Chances, yet his death reverberates through every subsequent arc. Visiting Mother Guame's circle house for conjured sexual services, he has his warding bundle-a rare protective artefact commissioned from Palleseen artisans and shipped from the Archipelago-swapped for a worthless straw doll. That same night he leads a small retinue, including his secretary Nasely and twenty Palleseen soldiers, into the Anchorwood under the banner of a formal embassy from Pallesand. When the Anchorwood beasts emerge and his ward proves hollow, he attempts to sacrifice Nasely to buy himself seconds of life. A beast knocks him down and bites him in half. His screaming dies with him.

The consequences of his death cascade through the remainder of the book. The stolen warding bundle vanishes from a gambling table at the Anchorage and becomes the object of a Palleseen manhunt. The Indwellers, one of whom Ochelby shot during the attack, withhold cooperation from the Occupiers until a formal act of restitution is made. The School of Correct Erudition is left leaderless and unable to assist in the military consolidation led by Hegelsy. And a new grandee arrives from the Archipelago to walk Ochelby's fatal path into the Wood, leaving open whether the Perfecture's appetite for the territories beyond the Anchorwood will cost it another Sage-Archivist.

Personality

Ochelby presents to the world as a genial, avuncular figure-"a generous uncle with a pocket full of sweets"-while concealing, in the narrator's metaphor, "a dagger of ambition" beneath that sheath. His administrative cruelty is casual and self-satisfying: filing memos to burden other Schools is "always a joy" to him, a small daily exercise in extending the reach of his office. He regards those he interacts with through a lens of utility and suspicion; he calls Langrice "a sly woman... an opportunist" while simultaneously relying on her cooperation to guide his expedition into the Anchorwood.

His private appetites follow the same architecture of dominion. At Mother Guame's circle house he pays for partners "bound to your will by pentacle and arcane word"-prostitutes conjured into servitude by a demon rather than human women who might refuse him. The preference is an ill-kept secret that becomes, after his death, a political embarrassment the Palleseen regime cannot name without recording its own corruption.

Under existential pressure the avuncular mask drops entirely. As the beasts close, he reaches for Nasely not to protect her but to "thrust her in front of him" to win "a moment's more life," and shouts at the predators to take her instead of him. The image the book leaves of him is not the architect of perfection but a screaming man in his undergarments, crying out for someone else to be eaten in his place.

Everything he does-undercutting magicians, burdening rival Schools, pressing for a seat on the Temporary Commission of Ends and Means-serves a vision of a world sorted into legible, controllable categories. The Anchorwood, the Indwellers, and the Reproach are precisely the kind of irreducible uncertainty his ideology cannot metabolise, and his expedition is an attempt to impose Palleseen administrative frameworks (a "formal embassy," a diplomatic protocol) onto a world that operates on laws he does not comprehend. His motive for the crossing is explicitly political: the mission to Scrymisa is undertaken partly to secure the Commission seat, reducing the unknown to a career opportunity.

The Murder of the Sage-Archivist

Ochelby is the Sage-Archivist of the School of Correct Erudition and, by the narrator's account, "the second most powerful man in the Perfecture" - ch 3. In the Anchorwood, the dark between the trees "went on forever" - ch 2. As the pack closes, "He looked for his secretary, because if he could thrust her in front of him, he'd win himself a moment's more life" - ch 2. Nasely flees back along the path; "She was running. She was already half lost in the trees, heading down that inexplicable thread that led back" - ch 2. Ochelby staggers after her, crying, "Go after her! Look, there she goes! She's escaping you! Take her, not me!" - ch 2. The nearest beast makes "a sound like deep, liquid chuckling," knocks him down, and bites him in half. He curses it in old Palleseen. "Ochelby screamed, and then the sound died with him" - ch 2.

That same night, at the Anchorage taproom, the nervous Heron gambler Fleance produces a perfectly crafted warding bundle of Ochelby's design-the finest Langrice has ever seen - ch 3. Before it can be examined, the ground shakes: a beast has killed Ochelby's remaining escort outside, and a retinue woman flees north screaming that the Sage-Archivist is dead - ch 3. In the panic, the warding bundle vanishes from the table; someone at the Game seized it - ch 3. Hellgram expels Fleance and bolts the door; Langrice knows the Palleseen will descend on the Anchorage for questioning - ch 3.

The Proclamation of the Wood

The morning after Ochelby's murder, Fellow-Inquirer Hegelsy of Correct Speech confronts Blackmane outside the Donjon, demanding information about a stolen 'protection' and the murder of his colleague, the Sage-Archivist Ochelby - ch 5. Blackmane lies that he did not know the people he was with the previous night. The Palleseen are searching for Fleance and for a missing woman - Ochelby's secretary, who fled toward the Anchorwood - ch 5. Mother Guame's circle house is raided and she is taken - ch 5.

Days later, Ivarn Ostravar sits in the Donjon's underground cells and reflects on the Sage-Archivist's death at a circle house, noting that his "proclivities had been an ill-kept secret" - ch 8. Statlos Shrievsby visits in panic: the Occupiers know Ostravar has "the thing" - the Sage-Archivist's stolen object - and Hegelsy is personally pursuing him. Shrievsby warns he will search Ostravar's rooms; Ostravar replies, "You'll never find it" - ch 8.

The Assembly of the Reproach Expedition

During her first interrogation by Correct Conduct, Mother Guame is protected by the Palleseen interrogators' prudish inability to name Sage-Archivist Ochelby as her client: admitting that an Armiger-adjacent archivist had paid for conjured sexual services would force the regime to record its own corruption, so the question is never put directly, making the interrogation "a curiously roundabout" negotiation that ultimately safeguards her - ch 9.

The next morning, Shrievsby storms through the Gownhall searching Ostravar's rooms for Ochelby's ward - the priceless protection manufactured by Palleseen artisans for the ambassador's passage through the Anchorwood - ch 10. He destroys paintings, cuts books, slits robes, and axes the scholar's desk, finding three hidden compartments but no ward. He cries out in despair, defeated; "a perfect encapsulation of the contempt the Occupiers hold for the occupied" is the narrator's verdict on the vandalism - ch 10. The Ducal Palace is described as seething after Ochelby's death - ch 10.

Two students arrive at Blackmane's pawnshop bearing a letter from Ostravar, who asks Blackmane to recover either a survivor of the late Sage-Archivist's battalion or another captive, both possibly 'adrift within the Reproach' - ch 12. Blackmane predicts the people Ostravar needs are already dead, "wearing the phantom velvet already," but agrees to act in three nights at the Anchorage - ch 12.

Into the Reproach

When the rescue party enters the Reproach, Companion-Archivist Nasely is revealed in a tower window, clutching her disintegrating protections - the beast still hunting her - ch 17. The narrative identifies her as Sage-Archivist Ochelby's subordinate and secretary, brought beyond the Anchorwood against her wishes by her late superior - ch 17. Ruslav rescues her from the tower before Hellgram cuts the Varatsin Duke in half and leads the survivors back through the firebreak - ch 17.

The Healing of Ruslav

In Correct Speech's cells, Ivarn Ostravar speculates that Nasely has not been recovered, leaving the ruin-divers a chance to take custody of her - ch 21. He is told by Ruslav that Nasely is dead, killed by the thing from the Wood - ch 21. The warding bundle stolen from Ochelby remains the object of the Palleseen search; Hegelsy's people are now searching Mirror Allor for it - ch 21.

The Rescue from the Donjon

After an overnight raid on the Impounded Evidence Office, Hegelsy notes that Erudition is "still in a mess after Ochelby" and that his death, combined with Culvern's illness, limits those Schools' cooperation with his consolidated military command - ch 30. The dead Sage-Archivist is credited with having "stirred" the Indwellers; Hegelsy's forces now keep "a watch on the Wood" as a consequence - ch 30.

The Battle of Gownhall Square

In the Ducal Palace, Culvern receives the Indwellers in his office without them using the door. They declare "A wrong was done" and "One of you was killed" - ch 40. Despite Ochelby's death in the Wood, Culvern feels the duty to re-establish diplomatic relations and reopen the Port to Nowhere so the lands beyond can be "contacted and exploited for the greater glory of Pallesand and perfection" - ch 40. An Indweller places a wooden object on his desk, and the delegation withdraws in mist - ch 40.

The Reproach Breaks Free

In a cramped former airing cupboard in the Ducal Palace, Culvern tells Hegelsy that the Temporary Commission of Ends and Means requires the Anchorwood gateway opened for trade, but the Indwellers withhold cooperation. The one outstanding grievance is an Indweller killed during Ochelby's fatal expedition - ch 48. Culvern produces the dead Indweller's small eyeless mask - "a piece of wood, really, barely carved, painted with faded hues" - and orders two soldiers to hold Hegelsy's head while he forces it onto his face as restitution. His report will note that Hegelsy took every possible action to further the aims of the Commission - ch 48.

At the Anchorage, Langrice notes that a new grandee is coming from the Archipelago to enter the Wood, following Sage-Archivist Ochelby's fatal path - ch 49. Whether this successor will survive where Ochelby did not remains open - ch 49.

Relationships

• Nasely - His secretary and subordinate. Ochelby brings her beyond the Anchorwood against her wishes, and in the moment of his death his first thought is to use her body as a shield. She flees into the trees while he staggers after her screaming. She is later found in a tower in the Reproach, clutching disintegrating protections as the beast still hunts her, and is rescued by Ruslav before dying of the creature's pursuit.
• Langrice - Ochelby interrogated her a year before the expedition and regards her as "a sly woman... an opportunist." She cooperates with him because the Ilmari shun her; her guidance helps lead him into the Wood.
