Fort of the Bitter Sisters
The Fort of the Bitter Sisters - also called the Fort of the Vultures, or simply the Fort - is the subterranean stronghold of the Vultures gang, buried in a cellar beneath a mill in the Hammer Districts of Ilmar. Commanded by the Bitter Sisters, it is a place of circular halls, chained demons, and a covered pit at the centre of its throne room in which a massive multi-limbed creature is kept half-starved and fed the dead. Sound from the streets above is drowned out by the machinery and the imprisoned demons; to at least one observer, the interior reads as a "circus." The Fort is where the Vultures conduct their operations, render their justice, and enforce their grudges, and a summons to appear within its walls marks a person as a target of the Bitter Sisters' list.
Across the single book in which it appears, the Fort shifts from a site of sovereign menace to a place of unresolved danger. It opens as the stage for a public trial in which the demon in the pit kills a condemned Heron, establishing the Vultures' capacity for lethal judgment outside Palleseen law. It then absorbs the chaos of the festival period, when a dead man's return produces a roaring crowd of thugs and the normal order of the gang briefly inverts. Finally, the Fort becomes the destination of a debt-collection party and the site of an intervention whose consequences are witnessed only after the fact, leaving the nature of what transpired inside its walls a matter of two characters' private recollection. The Fort is, in short, the fixed centre of the Vultures' gravity in Ilmar: the place they are judged, the place they go to be punished, and the place from which their power radiates outward.
