What makes the department significant to the series is that it functions as a pressure point: its jurisdictional claims generate friction with better-established offices, and its very ambiguity forces other actors into reactive positions, revealing the boundaries of the institutions around it.

Across the two books in which it appears, Exceptional Stratagems moves from being a known-if-contested department with a Fellow-Invigilator as its public face, to a newly established and almost invisible outfit whose single visible agent must be supervised by an officer from another branch.
