Samellers
Samellers is a Companion-Invigilator of the Palleseen Outreach, assigned as aide to Sage-Broker Berkely and brought to Usmai as part of the garrison that arrives aboard the Salient. His arrival is not incidental but corrective: he is imposed on Gil and Flint as a replacement for the failed aide Loret, and his presence is itself a disciplinary gesture from Berkely's office. Immaculate in bearing and obstructive in disposition, he embodies the gleaming, courteous institutionalism of the phal on the Archipelago dropped into a field command that has no patience for it.
His significance to the book's architecture is twofold. In the middle sections he functions as a friction point, a living rebuke who forces Gil to confront the gap between her self-conception as an officer and the Oversight apparatus that watches over her. In the final chapter, after Berkely is murdered, Samellers steps into the vacuum and files the report that documents the Palleseen garrison's total collapse in Alkhalend - the lost warship, the burning transport, the severed sea-lanes, the hostile massing at Mantekor. He is the one who records the end. His stated intention to remain in the city as a diplomatic channel, even as he accepts safe withdrawal for the remnants, gives him the last Palleseen voice in Usmai at the book's close, though what becomes of that voice is never revealed.
