Carelia is one half of the Bitter Sisters, the paired co-leaders of the Vultures, a criminal lodge in Ilmar that operates as a resistance cell against the Palleseen occupation. Where the Lodges of the Gownhall and the Siblingries seek to channel popular dissent through sanctioned institutions, the Vultures carve out a parallel sphere of power in the Hammer Districts, answering to no authority but their own. Carelia and her sister Evene preside over the Fort, the Vultures' cellar-lair beneath a mill, dispensing justice, extracting loyalty, and wielding a captive centipede-demon as both instrument of terror and symbol of their autonomy. To the resistance leadership, the Bitter Sisters are simultaneously indispensable and anathema: Vidsya Sirovar regards them as "the criminal Lodges by another name," and every operative in the hierarchy understands that getting on their list of grudges means a summons to the Fort from which return is uncertain.
