Their arc is one of escalating authority followed by sudden annihilation. They begin as background figures issuing orders through intermediaries, advance to public executioners and crowd-controllers during the city's inversion, and are killed in the Fort by the very creature they keep in their pit, torn apart during an interrogation of a debtor. No successor is named; the Vultures' remaining leadership is left to reckon with the vacuum.
Their significance to the novel's politics is twofold. They embody the Lodges' capacity for self-destructive predation - Vidsya Sirovar names them as the specific danger of a premature rising, warning that in a power vacuum they would loot the city rather than liberate it. And they materialise the novel's concern with nested loyalties: Ruslav's declaration that "His Ilmar is the Bitter Sisters and the thing they keep in their pit" compresses national identity into a personal bond with two violent women and a monster, reducing the idea of a nation to the reach of a pit and the fear of a summons.

The Bitter Sisters answer to no visible authority within the Lodges or the Occupied city; they command Lodge soldiers as a matter of operational convenience but are not subordinate to the Aunts. They are feared by their own Vultures - Ruslav's dread of being blamed for absence or failure under their authority is a recurring motif - and they tolerate non-Vulture operatives only on strictly conditional terms: Langrice is protected because he is Ilmari, "like we are," but the text makes explicit that Carelia's protection lasts only while it is convenient. The Bitter Sisters' final scene in the Fort is an interrogation of Blackmane about the mirror. He denies having it.
